Devolution Cabinet Secretary Anne Waiguru has vehemently ruled out any chances of bowing down to the pressure mounting on her to resign following the numerous corruption scandals that have hit her docket saying that she “will not succumb to evil, vindictive attack”.
Waiguru, who had appeared before the National Assembly’s public accounts committee yesterday to answer for the inflated expenses reported at her ministry, has maintained that she cannot take responsibility for the corruption in her ministry as she is not involved in accounting and termed the attacks being leveled on her as “calculated evil, vindictive and ill intentioned”.
The latest scandal touching on Waiguru’s ministry involves among other things, alleged indulgence on an integrated monitoring touch screen TV in her office costing Sh1.798 million and a Yamaha piano worth Sh235,500, computers, a printer, telephone headsets and a water dispenser at a combined cost of Sh1.4 million and Sh450000 to buy 18 Condom dispenser, 1.9m to download free-downloadable Adobe readers.
She said Cabinet secretaries were only responsible for strategic leadership and policy direction in ministries and departments under them and maintained that principal secretaries were responsible for all accounting matters in their ministries and that they reported directly to the cabinet secretary in charge of Treasury on such matters.
Waiguru also denied ever seeing the report tabled before the committee by one of the Principal Secretaries in charge of Planning at the ministry, Mr Peter Mangiti, who was also present in the session.
“I can confirm that I’ve not seen it. I only learnt of the report through 411 and reports in the media,” she told the committee chaired by Rarieda MP Nicholas Gumbo.
RECOGNIZE MY ROLE AS A CS
Waiguru also took to social media, where public pressure has building with hashtags like #WaiguruMustGo, #WaiguruEvictionParty, #WaiguruUnderFire taking center stage, to defend herself.
“The last three months have witnessed incessant media attacks on my character on the issue of corruption in the Ministry of Devolution and its agencies including the NYS,” he wrote.
“What is shocking is the deliberate refusal to recognise my role as CS and that of officers who are either accounting officers or AIE holders in Govt Depts. Both by law and in practice, I do not procure. I do not purchase anything for the ministry. I don’t sign or negotiate contracts,” she said.
The statement by Waiguru has highly been condemned by Kenyans who seem to have just had enough of the corruption in the devolution ministry.

KETER TO LEAD KENYANS IN EVICTING WAIGURU
MP Alfred Keter has also vowed to lead “thousands” of Kenyans to evict Waiguru from office next week on Tuesday if she doesn’t quit within the next seven days.”Impeachment is a process, but money is being stolen every day. Therefore, if she does not resign by next week, I will lead thousands of Kenyan taxpayers affected by corruption to deal with her and remove her from office,” said Keter at a news conference in Parliament Buildings on yesterday.
Keter has also filed an impeachment motion against the CS, which he says has a total number of signatures to 129 as at yesterday.
