The Intergovernmental Budget and Economic Council has recommended the National Treasury to consult the office of Attorney General Paul Kihara to determine the issue of the “ineligible debt”

Sh2 billion is a lot of money. That’s Sh 2,000,000,000 (two thousand million), or approximately $19 million. And Kenya’s Treasury says they can’t find it.

The Sh2bn was supposedly to be received from the African Union (AU) to pay for Kenya’s defence forces fighting Al-Shabaab in Somalia.

Treasury PS Julius Mulia, however, told Parliament on Monday that his department did not get to see the Defence Ministry’s budget because it was a “security matter”.

Follow the Money

In June 2018 the Treasury appointed the Defence Ministry as the revenue receiver (from the AU) which was then to receive Sh8.5 billion by the end of June 2019.

Auditor-General Nancy Gathun, however, said only Sh6.5 billion was received by the Treasury in the way of reimbursements from the African Union Mission in Somalia (Amison).

So where did the missing Sh2 billion get to?

The Treasury says it will take a week to liaise with the Ministry of Defence to track down the missing billions.

A billion here and a billion there and soon we’re talking about serious money.
