EACC: Raila wanted in connection with missing EuroBond money

The EACC has threatened to have CORD leader Raila Odinga arrested, if he fails to honour summons by the anti-graft body on Monday, over claims he has made on the use of Eurobond funds.

“I have reason to believe that you, Raila Amolo Odinga have information that may assist me in my investigations,” read part of the summons signed by Chief Inspector Fredrick Mwangi, the officer commanding EACC headquarters police station.

“In exercise of the powers conferred to me under Section 52 of the National Police Service Act, I require you to attend before me at the EACC headquarters police station on December 14, without fail for further directions.

“Be warned that failure to comply with the above requisition will render you liable to prosecution.”

Police officers attached to EACC stormed Mr Odinga’s offices at Capitol Hill Centre in Nairobi’s Upper Hill area around 3pm to serve the opposition leader with the order.

RAILA: I WILL NOT BE INTIMIDATED

Raila, who has declined to appear before the EACC said that he will not be intimidated and condemned the manner in which the body was handling the issue.

“I take a lot of exception that an officer of the commission, writing such a letter to me, reminding of consequences if I do not present myself at the so called Integrity House (Centre). I’ve said I will not go. I will not be compelled; I will not be intimidated and blackmailed by an officer of EACC.”

Drama unfolded at Raila’s office when the detectives blocked the gates to ensure he does not leave after he refused to be served.

In a press release, EACC Chief Executive Halakhe Waqo yesterday said the decision to appear before the Commission was not discretionary but mandatory.

“Section 46 of the Leadership and Integrity Act, 2012 makes it an offence to obstruct, hinder, assault or threaten an officer of the Commission and if charged under this Act, a person is liable on conviction to a fine not exceeding five million shillings or to imprisonment for a term not exceeding five years or both,” he stated.

RAILA BLOWS WHISTLE ON EUROBOND GRAFT

The former prime minister claims that an estimated Sh140 billion could have been misappropriated and has urged President Uhuru Kenyatta to intervene and help trace the funds.

The government has so far failed to explain how the proceeds from a $2.75 billion(2.6 billion euro) Eurobond issued last year have been spent.

On December 2, the Director of Public Prosecution (DPP) Keriako Tobiko gave the Ethics and Anti-Corruption Commission (EACC) and the CID 10 days to complete investigations on the Eurobond graft claims

“In the last couple of months, it has been widely reported in the media about various allegations concerning the above subject matter. I am informed that your respective agencies have commenced and are undertaking investigations into the matter,” he stated.
